Is this new Council Tax idea really fair?

What do readers think in respect of reviewing properties to reassess Council Tax Bands?

 

Those of us who have spent money investing in their property - no doubt being Environmentally Green in taking less holidays too - could end up paying more in Council tax than their neighbour who has the identical property (minus a conservatory).

 

They may well be financially better off than you, but YOU pay more! How can this be a fair way to assess? Surely to assess either the size of individual sites, regardless of what is on them, would be fairer?  Any site over a prescribed size would be classified differently with a further classification of large manor houses etc who got away with paying their fair share the last time round!
